Geographical Location: Khammouan Province & Saravane Province Accounting Area: 4713 ha Scope of CDM Activities: Afforestation, Reforestation Carbon Pools: Included: AGB, BGB, Deadwood, Litter, SOC; Not included: Gases: CO2 Status: Under validation Summary Description of the Project: The proposed grouped project “SCALA 2 Laos Agroforestry Project’ is seeking carbon credits for carbon removal within an area of 31,500 ha in Nakathing-Nongkapath and Phou Talava Production Forests Areas (PFA) in Lao PDR. These areas present a dynamic landscape consisting of a mosaic of settlements, agricultural land, regenerated or fallow forest and remnant forest ranging from high altitude mountainous areas to riverine valleys. The first instance, called ‘SCALA Laos Agroforestry Project 2.1 - Phase 1’ will be implemented in an area of 4,713 ha. The remaining area will be implemented in subsequent project instances. The reforestation project aims to establish eucalyptus plantations consisting of ~90% of plantations with the remaining ~10% set aside for conservation management. The project follows a participatory approach to identify suitable areas for plantations including frequent consultations with the communities according to the FPIC principle. The Plantation Model is based on agroforestry systems allowing for agriculture crops to be grown between the tree rows. The project areas have been heavily impacted by logging and shifting cultivation. The area is also heavily impacted by use of defoliants, carpet bombing and chemical spraying during the American-Vietnam war, causing degradation of forest landscapes. The project will make productive use of degraded land and provide significant local and regional employment opportunities across operations. Plantation establishment will require UXO clearance which will provide community health and safety benefits over large areas and unlock the land for use beyond the life of the project. The project will increase carbon sequestration and reduce GHG emissions by establishing forest cover in degraded land areas. It is estimated that over a crediting period of 30 years, the project will generate 9,229,270 tCO2e of removals, with an estimated 1,386,148 tCO2e removals from the first project instance. |
